Это провайдер дополнительных услуг связи (VASP), который подписал Соглашение о предоставлении услуг с оператором домашней сети. Оператор домашней сети определенным образом предоставляет услуги непосредственно пользователю, возможно в рамках сотрудничества с провайдерами дополнительных услуг связи в домашней сети (HE-VASP), но его услуги прозрачны для пользователя. Та же самая услуга может быть предоставлена несколькими провайдерами дополнительных услуг связи в домашней сети, и каждый такой провайдер может предоставлять несколько услуг. (МСЭ-Т Q.1741).

Технология предоставления абоненту прозрачного доступа к телекоммуникационным услугам, профиль которых адаптирован под его конкретные требования и не зависит от среды обслуживания, технологий радиодоступа и сетевых стандартов. Одно из важных свойств VHE - переносимость услуг через границы мобильных и стационарных сетей, в том числе с одного типа терминала на другой, без потери качества связи. Реализация этой процедуры в реальном времени позволяет создать эффект «присутствия» для абонента, находящегося на большом удалении от места событий, фактически создавая эффект ощущения унифицированной (домашней) среды.
